<p><a href="http://www.malibutimes.com/articles/2010/01/06/news/news2.txt" target="_blank">New FEMA Flood Maps </a>may not sound the most exciting news story &#8211; however they are of utmost importance to all areas of real estate.</p>
<p>Yes <a href="http://blog.judysellswestside.com/2009/09/09/malibu-california-labor-day-numbers-are-in-half-a-million-visited-malibus-beaches/" target="_blank">the climate here in Malibu </a>and southern California itself does not usually lend itself to flooding, the federal government is now requiring tens of thousands of residential and commercial property owners in the region to purchase flood insurance due to <a href="http://blog.judysellswestside.com/2009/12/17/malibu-california-real-estate-and-development-more-on-u2-guitarist-development/" target="_blank">new maps </a>that claim they are located in high-risk <a href="http://msc.fema.gov/webapp/wcs/stores/servlet/FemaWelcomeView?storeId=10001&amp;catalogId=10001&amp;langId=-1" target="_blank">flood zones</a>.</p>
<p>The new flood maps are part of a nationwide initiative started by the <a href="http://www.fema.gov/" target="_blank">Federal Emergency Management Agency </a>seven years ago to pinpoint lands likely to flood in a &#8220;100 Year Storm&#8221; which has a 1% chance of occuring each year. In developing the maps, FEMA conducts a Flood Insurance Study to calculate a community?s flood risk, the agency states on its Web site. The study includes statistical data for river flow, storm tides, hydrologic and hydraulic analyses, and rainfall and topographic surveys.</p>
<p>The revised Flood Maps have largely missed Maliubu &#8211; which is good news for Homeowners and those looking to relocate here as Flood Insurance can be expensive. According to FEMA on its website, it says that the <a href="http://blog.judysellswestside.com/2009/12/23/malibu-california-community-possible-fishing-restrictions-off-malibus-coast/" target="_blank">West Coast </a>rainy season usually lasts from November to April and it is during this time that flooding is a concern. Particularly with wildfires which plague the region.</p>
<p>All flood-risk maps that indicate whether a property is located in a high-risk flood zone are available online at <a href="http://www.fema.gov">www.fema.gov</a> or <a href="http://www.floodsmart.gov">www.floodsmart.gov</a> &#8211; Check your home today!</p>

<p><a href="http://www.malibutimes.com/articles/2009/05/13/news/news1.txt" target="_blank">Malibu City Council </a>is discussing controversial plans to look at introducing a <a href="http://www.malibutimes.com/articles/2009/05/13/news/news1.txt" target="_blank">vacation home tax</a> to solve the councils budget crisis.</p>
<p>The council is dealing with a $1.2 million shortfall. <span>City staff at an Administration and Finance Subcommittee&#8217;s special meeting on Monday, May 11th recommended the city begin collecting taxes on the short term rentals of private homes beginning July 1. The tax amounts to 12 percent of the rental price of these vacation homes, and would add an estimated $200,000 to the city&#8217;s budget.</span></p>
<p>However, the<a href="http://blog.judysellswestside.com/2009/04/30/malibu-california-real-estate-news-hvcc-home-valuation-code-of-conduct-comes-into-force-may-1st-2009/" target="_blank"> State</a> may <span>the may decide to utilize eight percent, or $600,000, of the city&#8217;s property taxes to go towards its $40 billion budget shortfall, which would further decrease the city&#8217;s revenue.</span></p>
<p>The tax may be called the <span>Transient Occupancy Taxes and may be levied on </span><span>rental income from <a href="http://blog.judysellswestside.com/2009/04/03/malibu-celebrity-real-estate-this-years-summer-beach-house-leases-are-becoming-available/" target="_blank">private homes leased for 30 days or less. </a></span><span>The Malibu Municipal Code allows for such a tax, but the city has thus far only enforced it on hotels and motels. </span><span>Property owners of the short-term rentals would be required to register with the city and obtain a transient occupancy registration certificate and pay a one time implementation fee of $25.<br />

<p>Other states do already levy tax on vacation properties leased on a short term basis. Florida for instance has an occupancy tax of 10%. Malibu City Council has said that it will work with local Real Estate Companies to help keep them updated on the progress of this Vacation Home Tax.</p>

<p>The hot topic of <a href="http://www.malibutimes.com/articles/2009/02/26/news/news3.txt" target="_blank">Malibu&#8217;s Trancas Park development</a> looks like it may finally be resolved! In a meeting this Monday the <a href="http://blog.judysellswestside.com/2008/11/12/malibu-california-city-council-approves-la-paz-project/" target="_blank">City Council</a> agreed <a href="http://www.malibutimes.com/articles/2009/02/26/news/news3.txt" target="_blank">to issue permission for the parks development</a> to get underway.</p>
<p><span><a href="http://blog.judysellswestside.com/2007/10/18/designs-for-the-development-of-trancas-park-malibu-released/" target="_blank">Trancas Park is a seven acre public park on a 13.5 acre site</a> located at 6050 Trancas Canyon Road, Malibu. It is approximately one half mile north of the intersection of Trancas Canyon Road and Pacific Coast Highway, will contain a <a href="http://blog.judysellswestside.com/2008/04/30/malibu-community-trancas-park-given-the-ok-for-league-games/" target="_blank">multipurpose sports field, a basketball half-court,</a> picnic area, dog park, a restroom/maintenance building, storage building, onsite <a href="http://blog.judysellswestside.com/2007/03/04/trancas-highlands-a-malibu-california-community-applying-for-a-water-tank/" target="_blank">wastewater</a> treatment system, parking area and a storm water detention basin. The total preconstruction cost is estimated to be $610,000, and the total construction cost at approximately $3.4 million. </span></p>
<p>Residents were overjoyed at the prospect of the park being developed. Those in favor included many elementary, middle and high <a href="http://blog.judysellswestside.com/2007/08/22/malibu-school-star-test-results-released/" target="_blank">school</a> students. The opposition were concerned about fire and earthquake hazards but the council decided to issue the permits to start the development.</p>

<p> The City Council has finally <a href="http://blog.judysellswestside.com/2008/09/24/malibu-development-la-paz-project-approval-hinted-by-city-council/" target="_blank">made a decision on the long awaited La Paz Project</a>. After first being proposed over eight years ago the council has finally approved the project.</p>
<p><a href="http://www.malibutimes.com/articles/2008/11/12/news/news2.txt" target="_blank">Out of all of the different variants of the proposal the city gave its blessing to the 112,000 square feet and 99,000 square feet proposals</a>. The larger proposed project has to face the California Coastal Commission and possibly the state court system. If the project passes these obstacles and gets built, it will become the largest retail development in Malibu.</p>
<p>The larger development includes a donation of 2.3 acres of land from <a href="http://blog.judysellswestside.com/2008/08/08/malibu-local-development-shock-decision-on-la-paz-shopping-center-by-planning-commission/" target="_blank">La Paz</a> and $500,000 to the city. Possibly to go towards the cost of the wastewater management system. Which is a political hot potato locally with the cost of the septic system higher than anticipated and plans on who should bear the burden of the cost of its construction and maintenance.</p>
<p>With so much <a href="http://blog.judysellswestside.com/2008/01/08/la-paz-ranch-civic-center-development-to-go-before-public/" target="_blank">planning going into the entire project</a>, many are delighted that the council has finally said yes to the project.</p>

<p><a target="_blank" href="http://www.malibutimes.com/articles/2008/09/10/news/news4.txt">The city of Malibu last night was granted control of the Pacific Coast Highway median from Malibu Lagoon Bridge to Malibu Canyon Road. This was part of a deal between the city and the California Department of Transportation who, after concerns were raised about liability decided to relinquish control of the median for the MalibuGreenMachine&nbsp;- a non profit group in Malibu &#8211; to beautify!</a></p>
<p>Whilst the shift in liabiliy has cost the non-profit group $1.5 million in the beautification scheme it has cost the city $20,000 a year in annual maintence as well as the concern about liability should and automobile accident be caused by the median. However the pros and cons were carefully considered and overall the it was deemed that the beautification of the median would be benefitial to the residents and through traffic in Malibu. MalibuGreenMachine is delighted to have been given the opportunity to beautify the median of the Pacfic Coast Highway in what is one of the most famous sections of tarmac in the entire world. However there is still $300,000 to be raised, but charity President does not see this as a problem and expects construction to begin at the end of the month!</p>
